Missouri University of Science and Technology. Not too big and has terrific job placement for grads. Regularly on "best value" lists. Not expensive, even for OOS.

I think she should attend a large school in case she decides engineering isn't for her and wants to change majors.

If you're a woman, Smith College has it's Picker Engineering Program.
