He was released after he turned himself in, at which time he was in custody. If he ran out of the police station at that time he would have been pursued, since he was - at that time - under arrest, prior to being released.
He walked in and signed the form for appearing on a court date, and left. You can spin all you want, most of main street Americans don't call that "arrest". It's pure politics by a DA who is a Hillary supporter.

Didn't seem that way in the one video I saw. You couldn't see for sure who the mace person was, but it sure looked like the burly bearded guy in the black leather motorcycle jacket, who kept appearing at the edge of the frame. Do you have a link showing this teen girl punching anyone?
