Cruz's campaign didn't put out the ad. The ad was published by a super pac and it would be illegal for the Cruz campaign to coordinate with the super pac (wink wink). The super pac has been pro-Cruz and obviously the ad in question was pro-Cruz.

What is in dispute is whether constantly trading up may present a potential political vulnerability.
