Both Portlands are very nice--Maine and Oregon. I'm also a fan of Juneau, AK.

Washington, DC (I live in the city). Green spaces, lots of parks numerous free museums, great neighborhoods, all in proximity to downtown. Metro service is still pretty good. The Potomac is a wild river just miles from the White House. The height limit ensures wide open vistas and lots of light. When I fly back into National airport, it feels like landing in a park.

San Francisco would be second.
