The most poised kids I've ever encountered went to local parochial schools K-12. Paul VI for high school, not sure about lower grades.

Madeira girls have a lot of poise. They have a work program which provides internships for the girls every year of high school, and senior year they all intern on the Hill. They are quite sophisticated by graduation.

I know some very poised Boy Scouts from public schools. DS wasn't interested and we were a little squeamish about how they treated gays. But DS' Boy Scout friends have tons of poise.

I don't think it's weird. A school with a repressive atmosphere where the students are afraid of the teachers or administration is going to produce a lot of people with limited social skills. Some will still be ok and some will be ok when they get away. But a lot will not be poised at graduation.
