UVA isn't really prestigious either. The Shanghai is just a "who gets research money" ranking, anyways. UMD beats UVA because Virginia spreads their research around more, while Maryland does all of its academic research at UMD CP, and cares more about research in general. There are buildings at UMD where undergrads never enter because it's just for researchers, UVA has nothing like that. The rankings don't account for average class sizes, outcomes, quality of teaching, or GPA/rank/standardized test scores of the entering class, all of which are arguably superior at UVA.

I think UMD College Park spreads their research as well, especially to UM at Baltimore where almost all of the professional schools are located such as medical school, dental school, pharmacy school, nursing school, public health school, law school etc. It is often said that combining UM college park with UM at Baltimore will place them as the number 1 in terms of research money ahead of Harvard and other top schools.
