I think it is likely a combination of reasons this isn't common:
- little boys aren't the best wipers
- older boys tend to wear jeans, which chafe
- boys shorts tend to be quite loose, meaning you can easily see up them if he is sitting, which kids tend to do at school (on the floor) a lot.
