Tire deflating device? Just use a screwdriver on the valve--works like charm. Anyone with out of state plates who consistently parks in front of my house in Tenleytown has definitely had to deal with a deflated tire. GTFO.

It has to do with your missing something, perhaps in your marriage or career. I say this in the nicest possible way. You need to learn when to say when. I firmly believe you are going to piss off the wrong person sometime very soon.
You will not win. Even if there was a law, is this something you want to start with your neighbors? If you are old enough to be on DCUM, presumably you have children, is this what you want to teach them? Seriously? You need to choose your battles, and teach your children the same.
But stalking strangers (and especially neighbors)? Not cool. At all. Talk yourself off the ledge or have someone you know or pay to know put it in perspective for you. Nothing about this sounds right.
Parking is at a premium in the District. Do it legally or get ticketed. Better yet, take Metro or Metrobus.
