You two can pretend and invent other scenarios in which a person might need to defend him/herself, which of course is fine. OP's sister is clearly NOT defending herself but is the aggressor. She has done it to multiple men when she doesn't get her way or is frustrated in an argument. That is not excusable morally or in the court of law.
