I never considered her being in poverty. She is forever the friend who is supported by her parents but her dad passed away years ago. She has no income and gets money from her mom. Her mom is now old and also no longer in good financial standing.

Something happened to their house. Like a fire but not a fire that made the home not livable. I don’t think they have the cash to pay for repairs so they are displaced.

OP says this about the friend:
-CHILDHOOD best friend. (none of this "this is my best friend who I see multiple times a week" like some of you keep projecting)
-yada yada, they have history
-Since covid (2020?) they've met up TWICE.
-They do not text, aside from the occasional "your kids are getting so big"
-Up until last year, OP hadn't seen this friend in FOUR YEARS, despite them being a short drive from each other.

This friend:
-Divorced
-Doesn't work/never has
-Used to mooch off dad til he died
-Now mooches off elderly mother
-Displaced due to a fire-not-fire

OP, you know what? Do it. Let them all move in. then come back and tell us how bad of a decision it was.

this is a bad idea. she is barely your friend anymore.

this is something you MIGHT do for a GREAT friend that ran into bad times, not a freeloading friend from long ago.

if you feel she is going to ask, change the subject or end the phone call or whatever. this arrangement would not end well.

I don't think you want anything "official" that implies tenant rights. It should be free and as someone else suggested, you could give her 2-3 small projects to deal with while she's on site like letting in the electrician or giving a check to the leaf blowing guys. The only thing that I'd be a stickler about is the deadline for when she moves out. This should be tied to a third party activity that is outside of your control, like the plumbers start work on the new showers and the water will stop working, so nobody could stay there. Make a plan that you'll go there the weekend before she is due to move out to help her load her car.
