Why isn’t he running agains Frumin? He’d have a much better chance of success. Frumin is widely disliked by his constituents.
The answer to your first question is that the premise in your second and third sentence is wrong. If Goulet thought he could beat Frumin, he would be running against him.
Imagine thinking W3 residents are happy with Frumin’s performance in office. You should put the keyboard down and actually go talk to your neighbors.
