For most Fed time sheet programs, it is. As part of my time I record if it was in office or telework, and if telework, what kind - recurring or situational.

To be honest Jews (like me) rarely need telework for holidays because for the big holidays we are prohibited from working at all. I am not going to telework on Yom Kippur, I will be on leave. It is helpful though if one can ask for partial telework for a holiday that starts at sundown, as all Jewish holidays do - telework so you can go right into the observance instead of commuting home first. My agency has long allowed that. But if they'd said no, I'd just have gone to work and taken an extra couple hours of leave.
I'd love to telework before hosting a seder or traveling to one. I would never ask for every Friday. I imagine some will though . All 8 nights of Hanukah also feels like taking advantage.
