Find a vaccine clinic. What irks me as a veterinarian is people want me to vaccinate their pet without examining it first. There is something called the Veterinary Practice Act which defines what I am legally allowed to do for a pet.

Because rabies vaccines are done in the interest of public health, clinics can do them without full exams. Legally, a pet needs to have had an exam at my practice in the past 12 months in order for any vaccine to be given. You may not have been away of that. We certainly understand that you have financial limitations. Please understand there are limitations for us as well.

What irks me is posters who say stupid ish like this without googling "low cost pet vaccines near me" first.

Every county I've ever lived in has low-cost vax AND low-cost spay/neuter. It's your job as a pet owner to work harder to find these things.

there are vaccine clinics and usually the shelter has resources to either vaccinate at a low cost or refer you somewhere.

Still, you can be sure that if a single domestic cat or dog in the District developed rabies from a wild mammal bite, we'd know about it via Fox News 5. Bats biting unvaxxed 100% indoor house cats and disseminating rabies is ... not a thing.

I volunteer at a shelter. Quarantine for an animal bite is 10 days per state health department rules. That includes kittens under 4 months, who are not yet vaccinated for rabies and cats that come in with a reported bite history in the last 19 days and we do not know their vaccination status.

In most places unvaccinated animals aren't eligible for quarantine in the event of a bite. I just assumed that was everywhere. Are they able to quarantine an unvaccinated animal in DC?

If your unvaccinated cat bites the vet, they either have to go in quarantine for a month or are put down, depending on state law.
