These companies responded to funding calls from the US government. There is nothing grifting about that.

That’s a nice he has an opinion. It doesn’t change the fact that the president cannot dissolve the agency without proceeding through Congress. Maybe Walter Kerr should call his congressman.
Cut down all foreign aid. if actual aid is 10X of USAID's budget then imagine the wastage.
Ask your congressmen to change the law if you want that.
Or president can continue to not disburse the funding, issue a lot of stop work orders, no authority for travel for employees, etc and then it would go back to Treasury.
