Treat me like I'm 10 pls
One way is to go to the representative’s website and click on the contact information. It should provide a phone number to call and a form to send an email. If you call, you can say something like: “This is Mary Smith, one of your constituents. I’d like to speak with someone regarding an article I saw in [WaPo, Reuters, wherever] regarding Elon Musk seeking to access the US Treasury’s payment systems. This is concerning to me because …”
Email works too
A lot of them have changed emails and require you to attest you live in their district. Probably because so many progressives wrote in. I did all the time during Trump’s first term. Which is infuriating because they represent people. I think I’m going to start mailing postcards.
District schmistrict
Those of us who live in DC should be allowed to email any member of Congress we want because otherwise we don't have representation.
You think President Musk gives a f[ck?
Do you think apathy will make any difference? In fact that’s what they are banking on. How hard is it to draft three emails, and schedule them to be sent on a different day. And then have everyone you know who feels the same, to do the same thing.
How difficult is it to call out a representative and request they meet with constituents about what is going on.

Elon does not have the power or the authority to do that. And for that matter neither does the President. Only Congress has the power to stop funding, and for the Executive Branch to stop funding a program is unconstitutional and illegal impoundment.

Congress needs to step up. And the courts. But will they?

We are obeying the law now?
