The FBI has said that they want to stay in DC as their first choice. The Rs are supporting what FBI management want. FBI rank and file on the other hand want to be in Virginia. What FBI management wants could change in January. If you read the article you would also learn that there is a counter proposal to move the FBI headquarters to Huntsville, Alabama.

The nominee of the head R is proposing to shut down the DC headquarters and ship its employees all over the country. I doubt that's what FBI management wants, and I really doubt that's what the rank and file want.
The preference of the current FBI management is to stay in DC.
It’s possible Trump and Musk could relocate the rank and file to Alabama, and keep only a small office here in DC to meet the congressional mandate that the FBI remain in the National Capital Region.
