Ladies and gentlemen, this is a trick question.
Ajax, one of the top youth academies in the world, looks for poor qualities for players
T technique
I insight (decision making)
P personality (psychological qualities)
S Speed (speed play & movement speed)

No player in the world has all speed and absolute zero technique, also no player in the world has all technique and absolute zero speed. There is always someone in some of the other.

The answer is coaches want players who have both or a higher level of both. Not as many players have both of course but that is why there are fewer Elite or higher level players than everyone else.

Other than that, it comes down to the coaches preference, do they like speed or technical ability more.
If I were coaching a lower level team, I need players with speed as the outside backs, or the center forward, or outside midfielders. I also need some technical players even if they are not as fast, I need Central midfielders essential defenders, attacking midfielders who can at least pass and receive the ball and help the team keep possession.

If I'm forming a team of lower level incomplete players, I'll take some of both.

At 11? Technical ability. Their true speed potential can't be determined pre-puberty.

Technical ability gives me an indication of time already spent learning the skills required to play the game. Speed just gives me some insight into their raw athleticism.

While soccer is a sport that requires a good deal of overall athleticism without the skills to go with it, you're pretty useless.

Some would say you can't teach speed, but I think most are talking about potential and natural ability. Otherwise there is obviously SAQ training.

Having said that, there is also a limit for players on the technical side. Not every player has the same potential for technical ability either. There are a lot of fast players out there, especially the higher in competition you go. Its the truly technical players that stand out for me.

I will take a starting 11th with exceptional technical ability over a starting 11 that is just fast, all day, every day and twice on Sunday. The ball will always be faster, couple that with the speed of thought/creativity, combined with technical ability. The 11 fast players could not keep up, and would look like fools chasing a ball around.
