I'm confused - has she not taken US History at all? Is she taking regular US History this year?
Is it too late to sign up to take the AP exam? She might be able to get a 5 on it even though she didn't take the AP.
Given her 5s on those other APs, not taking AP US was a mistake. Whoever told her not to take it made a mistake. Clearly she could have handled it.

VA. 4.0 unweighted.
You can try for UVA or W and M, but it is likely going to take either a higher test score, or apply test optional, but need to beef up extracurriculars. JMU would be a likely.
