The Cleveland International Film Festival will be running, the women's Final Four is being held Friday/Sunday downtown and the Guardians have their home opener the day of the eclipse. The Great Lakes Science Center will have eclipse-focused programming all weekend, including a free concert with the Cleveland Orchestra on Sunday.

No. The moon passes in front of the sun and it's amazing. If clouds obscure this, you won't get the full effect.
The 2017 total eclipse (in SC) was one of the amazing experiences I've ever witnessed. We were at the beach on vacation, so had to go inland quite a bit to get out the cloudy forecast. Very glad we did that, even though it was a hella traffic event getting past Columbia.
