Who on earth said ending crime is a plausible goal? Prosecution and imprisonment aren't methods to end crime, they're methods meant to hold people accountable for when or if they commit a crime.
Your goal is a false hope and dream. You need to learn more about human behavior.
We have Vision Zero. I don't see why we can't extend that crime. Crime only exists because society has subjectively determined that some activities are illegal or immoral.
