Most of the time they are sneaking out due to drugs, alcohol, and other illegal activity. Do you think they are playing checkers?

Teens typically sneak out to hang out with their friends, as an act of mild rebellion, to feel "edgy," to assert independence and, yes, to smoke weed and drink beer. Just like I did when I was a teen, just like my kids did, and just like their kids probably will. Sad sacks like you who've clearly forgotten what it was like to be a kid are depressing.

Why does your teen have access to the amount of money needed for a burner phone?
Not PP but in my case, other teens were gifting their old phones and burners to my teen.
