This is made up. The state of Maryland, as opposed to DC, allowed anyone to get shots without proof of residency. They did however have prioritization based on age/risk factors. It’s just that they did not have any vaccination centers in Montgomery County. The closest were Ravens Stadium, Hagerstown, Six Flags and Salisbury.

Some of us even had to travel to the Shenandoah Valley or West Virginia because of Bowser’s deliberate decision to discriminate against Ward 3 residents.

Cops are already doing this, except they are MD and VA cops chasing suspects in DC, not DC cops.
