At our school today, there was a man who let himself onto the playground to just watch children. This was a 40-50 year old man, not an elderly guy who isn't aware of policy and norms.

What are we supposed to do?

PRESS CHARGES.

On the instagram post, so many neighbors were saying similar stories or worse (he masterbated in front of my son, etc) but NO ONE PRESSED CHARGES.

This man put a woman in the hospital and masterbated in front of 2 yr olds. This was not his first offense. He was charged with MISDEMEANORS. Let that sink in. Sexual abuse of a child and beating someone so badly they are hospitalized are misdemeanors in DC. It’s not that people don’t report crime, it’s that the officials of this city have decided it doesn’t care.

Shame on any of you who vote for these people again.

Your consistent misspelling of the word is revaaling how often you're posting. That or every hysteric also doesn't understand how bodies work...noticing a pattern.

Also, why in the world is the violent criminal not also being charged with a HATE CRIME? Or in DC does it simply not matter when the victim is Hispanic?!!_!!?!?!?!

Was there any evidence the person was attacked bc of their identity? That is what qualifies it as a hate crime, not because the victim is a racial/ethnic minority.

The difference now is the victims and circumstances. Preschool teachers attacked in front of their kids. So sad.

This new DC is full of crime, thanks to Mayor Bowser.

I lived there from 2005 (and had an open air drug market when I arrived - woman living alone) until 2014, this is a terrible incident, but not indicative of what happens there/near there even back in 2005. These 'crime is everywhere' harpies are nuts. Scared to leave their houses, thinking eveything is ridled with crime and criminals, why not move to Kansas - oh, right the Opiods and meth...I guess nowhere is safe. Maybe a bunker???

Friend, we are living in 2023. What happened when you lived there almost 20 years ago, or even almost 10, isn't relevant.

You left in 2014 so have no idea how much worse things have gotten. Typical DCUM poster with your head up your own ass.

There is another one on twitter, you can tell that there are some kids who are not in strollers, so probably holding onto those ropes like you see daycare kids on walks in DC. There is a teacher trying to get the kids to sit down side by side, and there are also 2 other teachers with those large multi kid strollers who are standing back not sure what to do (do they intervene and leave the strollers, do they leave with the strollers to get the kids away from everything) and after beating the two teachers we have all heard about the man runs over to their this other group of teachers and kids and looks like he tries to hit a third teacher and by this point bystanders have arrived and the person in the yellow is trying to intervene. The 4th teacher runs off with her stroller of kids. The man gives the double middle finger, his pants keep falling down. It's awful.

so there were at least 4 groups of kids and 4 teachers.

We had a very similar situation in my neighborhood. The city would do absolutely nothing to help. The cops would get called 1-2 times a week. They guy would be gone for a day or 2 and then be back out to terrorize people.

He eventually died. That was the city's answer to the problem. They just let him go on until he died.

We all watched a train wreck in slow motion for several years and there was nothing we could do about it.

Sorry, but there is no rehab for someone with a rap sheet like his and who is regularly and routinely engaging in sexually concerning behaviors toward women. St. Elizabeth's is where he needs to go and to stay.

But they are finding him supports.

Who is paying for the medical bills of the victims?

There’s a go fund me. I hope all of the people who are “working” to get Russell “help” for his “mental health” are also paying to resolve the consequences of his actions.

You can’t be serious that the perpetrator has had a go fund me set up?

Is there a link?

There is a twitter link here, that shows a screen shot from I think is a Bloomingdale FB drop with his phone on it. He is an AA man with a beard and short dreads (I think)

Good God! Forget vouchers for media, we really need to expand St. E's and make involuntary commitment easier as Gavin Newsome has done in CA. Mentally ill people need to be stabilized and often supervised. Allowing florid mental illness makes the kindling effect worse and he is a clear threat to public safety. Commit or put in DC Jail for crimes and provide services there.

Ah, you're that target audience for every GOP political ad since 1980? No one is getting locked up forever.

People with serious mental health issues who don't take their prescribed medications regularly and who don't have family members to supervise and manage their health care DO need to be hospitalized or required to live in some kind of supportive, supervised setting for the duration. It is a very sad situation because no one asks for mental illness, but thesr individuals cannot be allowed to harm others.

+1

-Have a family member who developed paranoid schizophrenia in their teens.

DP to add, I'm happy they are looking into FD12 qualifications and follow up in DC. Most likely, this person has been picked up and pulled into a hospital multiple times when having "episodes" and then released as soon as meds kick in, stabilized, rinse and repeat.

According to the CM, the "stay away" order only mentions this particular daycare. Would it be possible to have one that makes him stay away from all kids? (The attack occurred outside, so making him stay away from the daycare center itself isn't much help.) At the very least, can't it be made to include ANY facility for kids--daycare, schools, playgrounds, pediatricians' offices, etc.?

Yes, I know that "stay away" orders have limited effectiveness. That said if he violates it,he can be arrested.
