At our school today, there was a man who let himself onto the playground to just watch children. This was a 40-50 year old man, not an elderly guy who isn't aware of policy and norms.

I've had many interactions with that guy, including a very scary period of time when he singled me out and would wait in front of my home for me to come out so he could follow me and spout gibberish. I called the cops, and they shooed him along and said that he has family in the area but refuses care. They (MPD) give him clothing sometimes. He was clearly always on the verge of attacking someone. What are we supposed to do?
PRESS CHARGES.
On the instagram post, so many neighbors were saying similar stories or worse (he masterbated in front of my son, etc) but NO ONE PRESSED CHARGES.
This man put a woman in the hospital and masterbated in front of 2 yr olds. This was not his first offense. He was charged with MISDEMEANORS. Let that sink in. Sexual abuse of a child and beating someone so badly they are hospitalized are misdemeanors in DC. It’s not that people don’t report crime, it’s that the officials of this city have decided it doesn’t care.
Shame on any of you who vote for these people again.

Also, why in the world is the violent criminal not also being charged with a HATE CRIME? Or in DC does it simply not matter when the victim is Hispanic?!!_!!?!?!?!

The difference now is the victims and circumstances. Preschool teachers attacked in front of their kids. So sad.
This new DC is full of crime, thanks to Mayor Bowser.
I lived there from 2005 (and had an open air drug market when I arrived - woman living alone) until 2014, this is a terrible incident, but not indicative of what happens there/near there even back in 2005. These 'crime is everywhere' harpies are nuts. Scared to leave their houses, thinking eveything is ridled with crime and criminals, why not move to Kansas - oh, right the Opiods and meth...I guess nowhere is safe. Maybe a bunker???

Sorry, but there is no rehab for someone with a rap sheet like his and who is regularly and routinely engaging in sexually concerning behaviors toward women. St. Elizabeth's is where he needs to go and to stay.
But they are finding him supports.
Who is paying for the medical bills of the victims?
There’s a go fund me. I hope all of the people who are “working” to get Russell “help” for his “mental health” are also paying to resolve the consequences of his actions.
You can’t be serious that the perpetrator has had a go fund me set up?

There is a twitter link here, that shows a screen shot from I think is a Bloomingdale FB drop with his phone on it. He is an AA man with a beard and short dreads (I think)

Ah, you're that target audience for every GOP political ad since 1980? No one is getting locked up forever.
People with serious mental health issues who don't take their prescribed medications regularly and who don't have family members to supervise and manage their health care DO need to be hospitalized or required to live in some kind of supportive, supervised setting for the duration. It is a very sad situation because no one asks for mental illness, but thesr individuals cannot be allowed to harm others.
+1
-Have a family member who developed paranoid schizophrenia in their teens.
