Yes, they could absolutely do that. They need to pick a speaker first but they can pass a separate bill any time they want.
Push comes to shove they could change the rules to allow McHenry to pass an Israeli funding bill assuming there is broad bipartisan support for it.
DP - it's also very possible for them to pass a separate appropriations bill for, say, DOD or DHS, and leave the rest of us twisting in the wind. That would eliminate some of the worst press ("military spouses left hanging!"), which seems to be one of the few things they care about. Sigh.
