You don't understand how this works. Waiters must always earn the local minimum wage. If the base pay ("tipped minimum wage") plus tips received does not equal at least the local minimum wage (averaged over the time covered by one pay period), then the restaurant must make up the difference. If a waiter works for one pay period and gets zero tips, he will still make the minimum wage because the restaurant is required to make up that difference.

Current min wage as of July 1 is $17.50 and $10 for tipped workers

Waitstaff has always had to tip out bartenders, runners, and bar backs. If there is a 20% gratuity automatically added to a check, then that's what needs to be distributed amongst the tipped workers.

I’m not so sure. Dcum is good at popping up in Google searches. I originally came across dcum by searching for school reviews when we were moving here. It’s possible the op searched for “tipping in dc” or something like that before a trip.
