Well, you've got groups with leadership that is 100% non-White. It seems to track with other agencies.
Pretty much every HR team at the bureau level at State is AA - sometimes like 90% of the employee body too.
There is a lot of reverse racism going on and all the HR hires other AA instead of the best candidate for the job and that's why the quality is going down.
I have also seen that AA are more into non-professional jobs where you don't need a lot of skill or higher degree.
I was once on a call at State and they were telling hiring managers that as long as the candidate met the basic qualifications, their next priority in filling the position should be hiring diversity. So a well qualified POC wins over well qualified white dude, OK. But the point they were really making is a basically qualified POC wins over a well qualified white dude too.
