No. Step one should be to remove problem students from public schools entirely. Their parents failed them. They should not be allowed to hijack classrooms and ruin education for everyone else. We need to bring back expulsion and remedial schools for dificult students. More segregation, not less. Get rid of the kids who are making things hell for students and teachers.
