When one can buy a gun at a gun show without showing an ID, there are basically no rules to follow. When there are no rules to follow, anyone can get a gun and use it as they deem fit. If they are mentally unstable, then they don't care if they kill innocent, unarmed people.
Not true. I’ve been to gun shows and the dealers must run a background check before a sale and that requires an ID

It doesn't have to make sense. Most of these mass shooters have mental health issues. Most are suicidal. This particular shooter was dismissed from the military after just several months, probably due to MH issues. People like this often (but not always) find some group(s) to focus their anger, frustration, and low self-esteem on--sometimes it's based on race/ethnicity, gender, sexual preference, etc., sometimes it's just people in general that they want to kill.
