Because it is more important to her and her family that she be "appropriate" and represent the BRF in a restrained and conservative way, than to be stylish and make news with her clothes. Like Hillary Clinton, she is more interested in doing her job well than in exciting you with her clothes. There are many, many actresses and socialites and influencers and models who would be thrilled to have you look at each of their outfits and buy the clothes they are wearing and get excited about their style. An entire industry revolves around this. Kate is not a part of that industry and has a different job that is not actually about being a fashion plate and she wants to do that job well, which means no exciting fashion. Ever. She can wear very pretty evening gowns when appropriate, but otherwise it's conservative suits and matching hats and classic colors and prints forever. It's part of the gig, it's her literal job.

She absolutely 100% does have an eating disorder. I knew her at university and she was significantly larger. She doesn’t eat now, and likely does extreme exercise.
