I think it's crude, but I wouldn't fire a competent employee over it, especially if the language was being used by someone who had just been subjected to a miserable and unproductive meeting with the two subjects of the comment.

Under normal circumstances, Elrich can hold these appointments for 30 days before making a decision. He’s said he wants new blood and may well decide he’s on sound legal footing if he holds the appointments. The council would be smart to negotiate these appointments with him before deciding but they probably won’t.

That’s not true. Casey Anderson confirmed she was fired for talking about the investigation. Anderson’s comments probably violated personnel law.
“Without cause” doesn’t mean for no reason. “At will” means that they can have any reason or no reason at all, just so long as they are not violating official HR policy or the law, eg in fact discrimination.
If there’s a reason there’s cause. She could be misrepresenting the circumstances of her termination. We haven’t heard anything from planning other than the fact of her termination and Casey Anderson’s statement that she was terminated for violating policy.
