Possibly, but the original tweet says he "allegedly grabbed the victim by the throat". I don't see that happening in the video. I am not arguing that the guy shouldn't be charged, just that the reports of what happened should be accurate.

He apparently was charged with assault. Prosecution seems unlikely. But he’s a 53 year old public official with anger management issues acting the fool by putting hands on someone's. He needs to find other employment.
Or jail.
It’s a simple assault with no apparent injury. Prosecutors aren’t going to seek jail time. Most likely probation, if anything.
This looks like a case where a nolo contendere plea + anger management classes = record cleared in 6 months

why is our mayor so clueless? This clown was pretty much "asked to resign" from heading up HSEMA becuase of shady contracting and getting his wife a job with an HSEMA contract. Investigation by OAG. and what does the Mayor do? Oh lets hire him back in an even higher level position as a deputy mayor. What could go wrong?

Before landing the deputy mayor job, he led the city’s Homeland Security and Emergency Management Agency for five years. He resigned in 2017, shortly after an office of the Inspector General report concluded he had committed ethics violations.
Failing upward. I gather he is going to be the next mayor at this point.
