In the UK it does. I don’t make the rules, but they didn’t change them just to punish Harry. If you have an honorary title OR are active duty, you wear it, otherwise you don’t. Since forever.

Andrew served for decades and retired from the British Army. His titles are earned and he is entitled to wear the uniform. If Andrew wanted to be difficult he would wear the uniform at every event and no one could prevent him.

He is not petty, those are the rules of the British Army. Harry RESIGNED from his military role, that means Harry is not entitled to wear the uniform, per army rules. Andrew on the other hand RETIRED from the army and is technically entitled to wear the uniform at all of the events.
