I'm guessing your point is either that (a) "Ukraine" was primarily formed by the 1914-1918 Eastern Front formed from the Austrio-Hungarian and Rumanian Empires, or (b) that Russia was further West than it is now?
If (a), I can only reference the earliest a country (or recognized geographic region) exists as Ukraine.
If (b), then by that argument I might have to go back even further to reference the Roman Empire, Ottoman Empire, Vikings, etc. So that means that all of Russia would be owned by.. Finland, maybe?
