Living so close to the Port of Baltimore, stolen cars are shipped around the world. The doc above focuses on west africa, but stolen cars are shipped EVERYWHERE. Car jackers are the very bottom of the food chain for this economy.
Car companies intentionally make their vehicles easy to steal. It's an entire racket that is enabled. As is the drug addiction poverty cycle. Most caught in both cycles are white, not black. But the news only publicizes the blacks and latinos.

DC needs to create more after school programs for teens.
Moreover, crime happens everywhere.
This is a result of decades of the US government instituting polices (according to history) that detrimentally affected African American communities.
Slavery (the US has not reconciled for its wrong), Jim Crow, redlining, chain gang, medical experimentation, government dropping crack into their communities, Gov't pushing welfare in the post 1960s, prison to pipeline policies, lack of proper funding in their schools, lead based water & paint.
I could go on.
This is a problem yes, but the larger issue is systemic.
