Yes it will deter a lot of kids under 21 who still live at home and have parents who care whether or not they break the law. I guess you're a "cool mom" who says "they'll do it in college, I'd rather you do it at home!" Just because you can't get your kids to not break the law doesn't mean that me, a 40 year old woman with a good job, shouldn't decide to smoke a joint before watching Jackass on the couch.

Smoking and alcohol cause far more damage and death than marijuana, yet they are legal and nobody is railing about those.
Legalizing marijuana doesn't mean legalizing it for children. Is smoking and alcohol legal for children? No.
