I don't think you get it. Riemer is rich. He grew up rich. This not about making himself richer. He doesn't need that.
This is about him believing that he's above the rules that apply to everyone else. He should not be promoting appropriation of county funds in any way that could be perceived to financially benefit his family, no matter how small. Those are the rules.
He just doesn't believe those rules should apply to him.
