Here's the advisory opinion from the Montgomery County Ethics Commission: https://www.montgomerycountymd.gov/Ethics/Resources/Files/pdfs/A21-10-017%20FINAL.pdf

They decided that, because the county's policy does not affect Pfizer, Section 19A-11 of the County’s Public Ethics Law does not apply.

In my opinion, this is a common-sense decision.

This is about him believing that he's above the rules that apply to everyone else. He should not be promoting appropriation of county funds in any way that could be perceived to financially benefit his family, no matter how small. Those are the rules.
