Literally, you have to have not read it to make the conclusion that there isn't enough there for impeachment and removal from office and criminal investigations.
Given Barr's response to Booker mentioning the Gates/Manafort passing polling data to Klimnick, it is clear Barr hadn't read it either.

DC judge orders USDOJ to post public transcript of Michael Flynn voicemail that purports to capture Trump/ Congress efforts "that could have affected both his willingness to cooperate and the completeness of that cooperation."
Judge Sullivan has also ordered that all the redactions in the Mueller Report regarding Flynn be made public.
