Did these things not happen? ACT didn't conduct a nationwide curriculum survey in 2009? Content area standards from the National Council of Teachers of Mathematics did not serve as important reference points? Massachusetts and California standards were not valuable sources? Neither was identified as being of high quality by independent studies of state standards?
