Because by the time the players get to U19 they have moved to better clubs.
Its the second team of HS seniors! They are just playing for fun in the high school off season by that point.
I would think a lot of kids would just opt for rec at that point for a lot less money if that’s the case.

Having 2 teams with less players takes way more resources than one over rostered team. This logic doesn't make sense.
It makes you more money, because instead of sensibly having one, correctly rostered team, and cutting the extra ten kids, you stretttch and create two too-small teams, and get those ten kids' fees.

Our RL team doesn't have enough players.
That’s frustrating. Do they have a plan for the team? I know the u19 second team doesn’t have enough players. They had RL players covering in the tournament last weekend. But if you’re already RL, where do you borrow from?
I heard that u19 team only had 12 players.
I feel badly for the kids on that team. You can’t be competitive with a skeleton crew at that age.
