I am not a prude but that is jaw-droppingly tacky and obnoxious. I largely think women should wear what the want but imagine if a man showed up to this event with his shirt unbuttoned down to his chest. It's the same thing. Tacky, rude, unnecessarily attention-grabbing.

Great color on the coat though and I love her purse. I will admit the whole effect feels a smidge Germany in the 40s, which given the context, is probably a mistake.
