But I can still see them not voting to expel him. Because a special election will turn out angry dem voters, narrowing the GOP margin even more. And whoever wins the special election would have the incumbency advantage in 2024.

As we learned under the Trump years, a lot of what we thought of as normal behavior was just people on their honor; i.e., there are no actual rules or at least no easy fixes. And as the GOP has no honor, they aren’t bouncing him out as they ought and as the Democrats would. So there he sits.
