I reject the “he didn’t have a chance” premise. Many kids are raised like that and DON’T shoot others. He’s in HS - old enough to be out in the world and learn that shooting people is WRONG. There is something fundamentally wrong with him.
DP. I would add that SROs often serve as role models for students who may not have a good one. I bet this kid didn't have that given his parents' behavior.

Actually it IS a crime. It's called aiding and abetting after the fact.
