We could if Trump didn't control all aspects of the US national government: all three branches. He will stop anything substantial unless we insist on every last small step like the files being released.

For the same reason nobody wants to go against Trump. 50% of Americans refuse to believe Trump's involvement. It'll ignite a civil war.
