The Dean of Harvard School of Public Health (the best public health department in the world) today was asked what he would do if he was in charge and he said. He would coordinate with state governments to make sure in every state
1). Mandatory mask wearing anytime you are outside your house
2) uniform and clear guidelines about Social Distancing. So for example probably no night clubs etc
3) ramped up testing (5 million a day now and continue to ramp up). He said this was our best shot at detecting outbreaks and understanding how the virus spreads
4) loads of trained contact tracers
5) huge stockpile of PPE
6). All above efforts coordinated by the federal government which would gather and share information and ensure a smooth supply chain of tests, PPE and therapies
None of the above is difficult- heck it is all pretty low tech BUT it is very hard work which means you need a massive whole of government response.

He said we would never get this under control if we don’t have a uniform and coordinated national approach. He also said that we got discouraged and impatient and that we need leadership to encourage people to stay the course.
I don't think it's mere correlation that you see the States that are having spikes right now so happen to be the states that have the most 'Murica!/Give me Liberty or Give me Death! people. Having common sense guidelines is one thing, expecting people to follow or have effective enforcement is another.
