ALL academies have more than 18 players per squad.
More than 18 can't suit up for games.

DCU is the only one focused on development over wins. These matches don't matter. They do not demonstrate anything regarding player development or match preparation or tactics or coaching.
Stop focusing on wins and losses and look at the things that really matter, like turning the talent they're able to gather into the best players they can be and making sure they reach, and succeed at, the next levels. (Oh wait . . . . .)
