Certainly, production would have seen that Ryan was messed up earlier in the day, when he wanted to rush off and get his hair cut before the wedding. He didn't seem to be in any shape to drive then, either.
I can't remember the rationale, but the tapes wouldn't be admissible. There were lots of articles during Leah and Corey's custody hearings and Corey wasn't able to use footage where Leah was actually endangering her kids. I think it may have something to do with MTV could alter the footage.

I think if producers had been present, they would have intervened, especially with the 4th wall being broken. They called 911 when Jenelle and Nathan were violently fighting and Nathan locked them out of the house. The recording was played during the episode, but framed as the neighbors calling. It seems that they will intervene in a truly dangerous/life-threatening situation. All of the car scenes are filmed with mounted cameras.
