When you go to a foreign country you follow the laws of that country. You don't expect American standards of jurisprudence to be operative. Now if that is not acceptable then don't leave the US.

We tell foreigners who come to the US whether as visitors or to stay for any length of time that they are expected to comply with our laws - and rightly so. What makes Americans think that they can go to a foreign country and not obey their laws?

While special pleas and charitable donations are perfectly legal in Brazil, it's unlikely that he did anything warranting such a special plea. A Brazilian judge has admitted that the Americans may well have been robbed by the security guards, and a Brazilian lawyer has stated that the actions of Lochte and Feigen did not constitute the filing of a false police report as defined under Brazilian law. IOW, we expect that Americans be subject to the laws of the host country, not to shakedowns.
