Uh, the scandal started when Trump went off on a tangent, disparaging his predecessors and how they responded to servicemen killed in action, and then scrambled to do something to show he actually cared about the 4 men killed in Niger and then bungled the call to the widow of Sgt. What Congresswoman Wilson should have done, if the call was not received well by the family, would be to privately call CoS Kelly, explain that the widow was upset by his phone call, and work it out from there. When addressing the question of Trump's response it does not matter. Could it have been handled differently across the board? Sure. But those are separate issues and that does not change AT ALL the fact that Trump can't just let it go and has proceeded to double down and make things worse at each step of the way. That he seems constitutionally incapable of simply saying "I'm sorry if my words exacerbated your grief - that was not my intent, and on behalf of a grateful nation thank you for the great sacrifice of your family."
