I would have to guess the students doing the portfolios have pretty severe disabilities. (I know Ludlow has a contained autism class). Portfolios are usually a lot of work it's not something you can slack off.

I don't disagree with a PP who said that DC CAS is not the be-all and end-all, but for predominantly white populations DCUMers tend to place stock in its value...These are just euphemisms for too many AA for the north Stanton Park crowd.

You're painting with much too broad a brush. If DCUMers scores were in fact "placing stock" on impressive DC CAS scores for low SES kids, they'd have mobbed LT's elementary grades years ago. I'm not hearing euphemisms, I'm hearing complaints about years of tone-deaf leadership at the school. My gut feeling is that DCPS and the new principal won't change much until a demographic tidewave and scores of pesky in-boundary parents without good elementary alternatives force their hand.

The erase-to-the-top was years ago, and more than 1 principal ago. Honestly, you just sound bitter that a majority AA and relatively high FARMS school is leading the Hill scores. The difference here is "culture"/test prep conditions. These are just euphemisms for too many AA for the north Stanton Park crowd.

I grant you the portfolio testing for about 15-20% of the test-takers is a factor.

LT may have strong outcome in terms of DCCAS results but this is not necessarily the be all to end all. How much teaching to the test is going on? DCCAS songs and pep rallies suggests a culture weighted to test preparation. It will be interesting to watch the school's trajectory over the next few years.
