Many feds have not been furloughed and are currently working without pay. Some agencies have more furloughed employees than others, but it's something like 50% across the federal government are still working.
I read it's more like 75% (including military)! Also, in previous shutdowns I feel like there were more stop work orders for contractors and cooperators, but I don't have numbers.

+1 Election results and polls asking who is to blame for the shutdown show that people are not buying the Republican story that the Democrats are responsible for the shutdown.
Agree. I predict Rs will figure out a way to end this and save some face sometime next week.
